Make AGI Preparedness a National Priority

Both aggregated expert assessments and the continuation of current AI development trends suggest that the emergence of Artificial General Intelligence (AGI) between 2030 and 2040 – or even sooner – is plausible, although by no means certain. AGI refers to an AI system that matches or surpasses human performance across all, or nearly all, cognitive capabilities.

The economic, societal and national security implications of such a development would be profound – at least comparable to the Industrial Revolution, but unfolding at a vastly accelerated pace. The Federal Government must therefore make AGI preparedness an immediate national priority.

Our key recommendations to the Federal Government for preparing for an AGI scenario are:

• Radically simplify the regulatory and planning framework for AI data centre development.
• Significantly improve the framework conditions for venture capital investment in start-ups and scale-ups.
• Streamline the regulatory framework governing access to data.
• Leverage the federal budget and public procurement to accelerate AI adoption.
• Attract, develop and retain AI talent.
• Strengthen AI capability and expertise across the public sector.
